Ainda trabalhando para a Divisão, a Doutora recebe uma missão inesperada e uma companion recém saída da Academia, Taslo. As duas acabam descobrindo os podres por trás do conselho de Gallifrey, o que coloca em cheque a permanência da Doutora na organização.
